Terms of sale: UK Heat Network heat network readiness kit

1. Who we are
UK Heat Network is run by Herschel Lake, a sole trader, at 17 Thorn View, Leeds, LS8 3NA. Email: hello@ukheatnetwork.co.uk. We aren't affiliated with Ofgem or DESNZ.
2. What you're buying
For £149 (no VAT is charged: UK Heat Network is not registered for VAT), we tailor and send you a set of 9 documents for one block, as editable Word files and PDFs: 01 scope and role check, 02 complaints procedure, 03 Priority Services Register and letter, 04 payment-difficulty process, 05 continuity plan, 06 fit-and-proper (SMRI) checklist, 07 registration walkthrough, 08 12-month compliance calendar, 09 letter to residents.
We tailor them from your questionnaire answers. The documents are information and templates, written against Ofgem's published rules and guidance as at the date on each document.
What we don't do: we don't give legal advice, submit your registration, log in to Ofgem's service for you, interpret your lease or heat supply agreement, prepare accounts or billing figures, or give technical or engineering advice. You stay responsible for what you declare to Ofgem and for how you use the documents.
3. Which blocks the kit covers
The £149 kit covers one existing, single-building heat network in England or Wales with a clear operator and supplier, meaning:
- one building, divided into flats, heated by shared plant in or on that building (for example a communal boiler or heat pump);
- already supplying heat or hot water to residents in flats, and started doing so before 27 January 2027, so it registers with Ofgem rather than applying for a new authorisation;
- one company (or clearly identified companies) runs the plant and charges residents for heat, without needing a lease or contract interpreted to work out who.
There's no limit on the number of flats.
Not covered:
- networks that serve more than one building, or that take heat from a district scheme or other network outside the building;
- networks not yet supplying residents, or any network that must apply to Ofgem for a new authorisation rather than register (for example one that starts supplying on or after 27 January 2027);
- networks with no flats on them (commercial customers only);
- Shared Ground Loop networks, where each flat has its own heat pump connected to a shared ground, water or ambient loop;
- blocks where it's unclear who is the operator or supplier, or where a separate heat company or energy services company supplies residents;
- blocks in Scotland or Northern Ireland;
- buildings that don't need to register (for example a converted building heated by a single appliance of 45 kW or less, a single house in multiple occupation, or air conditioning only).
4. Order, questionnaire and delivery
- You pay through our Stripe checkout. We email your order confirmation, including these terms, straight away. Our price is £149 in pounds sterling. If you pay from outside the UK, Stripe may show you the price in your local currency, including a conversion charge set by Stripe; you can choose to pay in pounds instead.
- We email you a short questionnaire within 1 hour of your order.
- We check your answers. If your block isn't covered (section 3), we refund you under section 5 and do no more work.
- We deliver your kit by email within 5 working days of receiving complete answers. If we don't, we'll refund you in full, and you can keep anything we send later.
The contract starts when you pay. If you haven't returned the questionnaire within 60 days, we'll remind you. If we still don't have complete answers after 90 days, we'll refund you in full and close the order.
5. Full refund if your block isn't covered
If your questionnaire answers show your block is outside what the kit covers (section 3), including a block that doesn't need to register, we'll refund the full £149 to your original payment method before we start any tailoring. If it only becomes clear after we've started, but before delivery, we'll still refund in full.
We aim to issue refunds within 5 working days of telling you. Your bank may take a few more days to show it.
6. Cancelling if you're buying as an individual (consumers)
This section applies only if you're buying as an individual for purposes outside your trade, business, craft or profession. Companies, including residents' management and right to manage companies, don't have this right, but section 5 still applies to them.
Your right to cancel. You can cancel within 14 days of the day you pay, without giving a reason.
Choosing whether we start within those 14 days. After you pay, we'll email you and ask you to choose, in writing, one of these:
- "Start work now during my 14-day cancellation period." We start as soon as we have your answers. If you then cancel before we deliver, we'll refund what you paid minus a proportionate amount for the work we've completed by the time you tell us (see the table below). Once we've delivered the kit, you no longer have a right to cancel.
- "Wait until the 14-day cancellation period ends." We won't start until the day after your 14 days end. You can cancel before then for a full refund. We'll deliver within 5 working days of that day, or of receiving your complete answers if that's later.
We won't start any work until you've chosen "start now". If you don't reply, we'll treat it as "wait". This applies even though you ticked the box at checkout.
What you'd pay if you cancel after choosing "start now" but before delivery. We charge only for the stages we've fully completed when you tell us you're cancelling:

How to cancel. Tell us clearly by email to hello@ukheatnetwork.co.uk or by post to the address in section 1 (it's also on the form below). You can use the form below, but you don't have to. Send it before the 14 days are up.
Refunds. We'll refund you within 14 days of being told you're cancelling, to the payment method you used, at no cost to you.

7. If something is wrong
Corrections within 14 days (all buyers). If anything in your kit is wrong for your block, or doesn't match your answers, tell us within 14 days of delivery and we'll correct it free of charge. Business buyers: this is one correction round.
Your legal rights (consumers). We must provide our service with reasonable care and skill, and in line with what we've told you about it. If we don't, you can ask us to put it right, or, if we can't do that within a reasonable time or without significant inconvenience, have some or all of the price back (Consumer Rights Act 2015). Nothing in these terms affects those rights. For more, see Citizens Advice.
8. Keeping you informed until 26 January 2027
Until 26 January 2027 (the current registration deadline), if Ofgem publishes a change to its rules or guidance that materially affects what your kit says, we'll email you a short note explaining what changed and which documents it affects. This is a notice, not a new version of the kit. Material changes we'd tell you about include a change to the registration deadline, a new or changed authorisation condition, or new guidance on complaints, the Priority Services Register, payment difficulty, continuity plans or fit-and-proper checks.
9. Our responsibility to you
Business buyers. Our total liability to you under or in connection with this contract is limited to the price you paid (£149). We aren't liable for indirect or consequential losses, lost profits, or penalties or costs arising from your registration or compliance decisions, which remain yours. Nothing limits liability for death or personal injury caused by negligence, for fraud, or for anything else the law doesn't allow us to limit.
Consumers. We're responsible for loss or damage you suffer that is a foreseeable result of our breaking this contract or failing to use reasonable care and skill. We're not responsible for loss that isn't foreseeable. We don't exclude or limit liability where it would be unlawful to do so, including your rights under the Consumer Rights Act 2015.
10. Your information
We use your information as set out in our Privacy notice. Please don't send us information about individual residents.
11. Complaints
Please email hello@ukheatnetwork.co.uk with what went wrong. We'll acknowledge it within 2 working days and reply in full within 10 working days.
12. General
These terms and the order confirmation are the whole agreement. If a court finds part invalid, the rest still applies. The law of England and Wales governs these terms, and the courts of England and Wales have jurisdiction.
